Retina CS Community No Scanner Agent

I have installed Retina CS Community but there is are no scanner Agents in CS and if you go in to the Retina Scanner -> Tools -> Options -> Management Tab -> click Test - I get "The connection was refused by the specified server." The check-box is there for Retina CS Community Integration.

I rebuilt the server 3 times wondering if it was something that I had done during the installation and each time it acts the same.

Any help appreciated.
